from the movement “2x&3x” of the young scientists of the Bulgarian Academy of Sciences and the Bulgarian universities
Dear Mr. President,
Dear Mr. Prime minister,
Dear Mr. Minister,
Dear ladies and gentlemen deputies,
People of the Republic of Bulgaria,
On of the conclusions of EC says that "Bulgaria is the only member state in the EU which does not set goals according to the Lisbon strategy" in its part concerning the development of the science and the education until year 2010. According to this strategy the funds dedicated to the financing of the scientific research in each member state should approach up to 3% of the gross domestic product, GDP (1% should come from the state budget and 2% from the business).
We, the young people of Bulgaria, require an immediate change in the Bulgarian state policy and raise of the education and science as a main priority of the development of our country.
This could be proved only by clear decisions of the institutions which make the strategy for the development of our society. This includes the accomplishment of the pre-decided engagements to the science; state policy which will stimulate the financing of the research from the business and other well-known decisions and actions applied by other member states in EU.
We insist that the government must fulfill its engagements from the Lisbon Strategy for smooth increase of the research financing and reach up to 3% of the GDP in year 2010.
We insist that from the beginning of year 2008 the ratio between the salary in the sphere of science and higher education and the salary in the public sphere must be matched to the analogical ratios in the other member states of EU.
Our future as a modern country depends on the fact how successful we will apply our existing knowledge and skills for the good of our society.
The education and the science are essential part of the Bulgarian lifestyle. For ages Bulgaria is present in Europe through it old tradition in the education and culture and it is well known as a country of the human spirit..
Only such radical change of the strategy for the development of our country could ensure honorable membership in EU and prosperity of the Bulgarian citizens.
Priority of the education and science in the development of our country is an idea which:
- consolidates our nation;
- ensures the future starting from the cloudy present;
- stops the continues disintegration in all spheres of our society.
Let’s convert Bulgaria into a state of the education in which the efforts of the whole society are concentrated to the development, assuring and support of the education, science and culture; to the building of high-tech economy which can ensure the good and the prosperity of the citizens; for preservation of the culture and historical heritage, natural wealth and support of the national intellectual values – the basis of our national identity in the EU. Let’s do it together.
